If you pay for the first round and not take admission in the alloted college then you need to repeat the complete procedure again and then choose some good college under UPSEE.there are basically three rounds in which you can seperately fill for allotment of you dont get

Yes you have to report in the alloted college if you choose float option as online willingness to confirm your admission at the alloted college.
