In UPSEE counselling, the general rank is considered. But, the seats are allotted on the basis of category rank. If you are having any category like OBC/SC/ST or the same category in addition to Girl, that particular rank will be considered while seat reservation.

The domicile certificate will be issues according to your parents parmanent address. So you can apply according to your parents address.
If your parents from U.P and you are belongs to reserve category than you can get seats through reservation quota.
