You should try for the private medical colleges under upsee, where you will be able to get a seat.

With 12000 OBC rank in UPSEE. You should try for colleges like IPEC, RKGIT, NIET, GL BAJAJ, IMS, ITS, KEC for computer science engineering. As your rank is quite high, you can get any of the above colleges.

According to me Barielly university is better than CSJUM for engineering,as it offers better placements than csjum.Talking about the professors,they are also very highly qualified.The environment is also very student friendly.More options for different departments are present.Better facilities are also provided to students.Food is also good.

Look UPSEE every declares result based on different category. So for each category, there are separate ranks lists. Some of the categories which are included in these exams are   General, OBC, SC, ST. 

Besides this, there is also reservation for girls students as well as Physically handicapped students.
