You can not compare the exams as both provides good college.
If you have a domicile certificate of UP you can take admission in government colleges and through COMEDK you can only take admission in private colleges.
You can compare between the colleges.

Dr. A.P.J. Abdul Kalam Technical University will release the merit list of UPSEE 2018 based on the marks secured by the candidates in the entrance exam of UPSEE 2018.
Boards marks will be required to fulfill the eligibility criteria of the exam.

UPTU has nothing to do with your 12th percentage, what you need to do is to qualify and score good marks in the entrance exam conducted by upsee.You should score at least 450+ for government college.
