For getting admission in government colleges you need to score minimum 600+ . As you are an utharakhand domicile, based on previous year sources closing rank was 35k (all India rank). So you need to score minimum 580+ to secure a government seat. As you can see cut-off varies year to year, college to college, and category to category we can not really decide precisely. According to your category and hence you have a defense quota, there are around 20 seats in MBBS reserved for wards of defense person.
Since you have not mentioned your category ( Gen/OBC/SC/ST) it's difficult to predict which college you can get into precisely. Considering you General through state quota ( Uttrakhand ) you can apply to BDS courses to :
1. Government Doon Medical College
2. Swami Rama Himalayan University
3. Shri Guru Ram Rai
The cut-off rank for the economically weaker section (EWS) category is expected to decrease from 19594 in NEET 2021 to around 22000-22500 this year. So hopes are high that you can get a seat this year in your state.
If you apply through 85% State quota for Uttrakhand Medical Colleges, last year's cut-off for Government Doon medical college was 598 marks for the general category so you can apply to this college as you have a defense quota too.
You can also apply to Veer Chandra Singh Garhwali, Srinagar, and Seema dental college and hospital, Rishikesh.
The last year's cut-off for Uttrakhand open category EWS quota was 480 marks(minimum) since you have a defense quota also you have a higher chance to get a seat.

You don't have to worry about that, state of eligibility have been taken as default from state which you have studied your 12th class.
You can participate in the counseling for the state which you have domicile when once started. It will not affect you. It has happened with lots of candidates and it's default taken by system.
For time being now you should be focused on your exam on Sunday and try to score maximum marks so that you can grab a medical seat in good college. All this can be dealt later or may NTA come with notice/information during the counseling time or they will give you opportunity to correct it after exam and before result declaration.

To be honest it's difficult to predict about a person if she will be getting a particular branch or not because Uttarakhand Technical University doesn't releases any official data about its cut off.
Although some conditions are considered while deciding the cut offs like choices filled by the candidates, number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and toughness level of the paper.
As per my view there are more chances for core branches in this college.
Your rank can depends upon they is factors such as the difficulty of examination, seat availability, and number of candidates appeared for the exam. It can also depend upon your reservation category or other quotas. According to recent reports for general category cutoff is 5000. It is in between 10000 and 20000 for OBC category. It is 15000 to 45000 for SC ST category. Candidates who have passed 12th board from a recognise the University our college can apply for the exam.
