Kaira, the cut off for OBC Category for NEET 2020 is 146-113. This applies to all those courses that take admission through NEET score. With a score of 190, unfortunately you cannot take admission even if it is a Private College. You will need more than 500 because only 15%

after completion of mpc counselling the bipc counselling dates will be released.

It's quite difficult to make prediction that whether you will get a government Veterinary college or not as cut off marks/rank for medical colleges depends upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination
According to the previous year's statistics, 133-107 marks is the cut-off scores for NEET for OBCs. If you got marks above 200 then you have a very good chance of getting a veterinary college.
