Yes management quota seats are available in veterinary medicine in Andhra Pradesh.
To take the B.V. Sc & A.H admission candidate have to appear in Medical Entrance Test OR Veterinary Entrance. Some colleges may have Management Quota seats for direct admission at Veterinary colleges in Andhra Pradesh .

Well for veterinary colleges, a separate counseling is done on the basis of neet score to fill up the seats for all the different types of colleges in India including both private and government ones. You will have to separately register for that counseling to claim a seat.

Look, honestly, your rank is not so good. So, you have less chances to get a good government college. Still you may try for them. You may go for medium good govt colleges or good private colleges for ag bsc.
Congratulations for getting good rank in EAMCET exam. As you are not mentioned any category in the question so that I am answering according to the general category only. As per last some years cut offs sorry to say but you have very less possibilities of getting admission
Firstly Ews is meant for oc category students and not applicable for Bc-E students. For a rank 18,028 it is very difficult to get veterinary course as the previous cutoff was observed at a rank below 3000 for svu region and 6000 for au region.
