Sorry to say this you cannot get seat in any of ap recognized colleges. Your caste reservation also couldn't help you much because of your rank. Its better to go with neet cut off marks. If those are still low and you want to do veterinary in any case then

With NEET getting mandatory in all bams, bams, bhms etc they ask you to qualify the exam and then you get eligible to take the colleges. So if you have qualified the neet exam you can approach the colleges who take admission on this basis. Wait for the counselling

245 is very less for any good government college but still go for last year's cut off ranking for the required course. For veterinary there may be a chance but still can't say with 100% authority right now as they may change the rank range. Hope for the best
