Merit depends on number of colleges for veterinary science in that particular state. For General category it is around 380-420.For obc category 360-400.For sc/st category its around 300-350.The data is for 85% state quota.However the cutoffs change every year based on various parameters.

With your mentioned rank it is highly unlikely for you to into NITs. You could still apply for the josaa counselling process and try your luck. But I would suggest you to try for state level engineering colleges which accept JEE main scores. You could get good colleges

The Selection for veterinary colleges for the 15% All India quota seat is done through AIPVT.  The seat allocation will be done from the Mark's obtained in NEET UG 2019 only. So there is no other option to participate in the counselling of AIPVT. But You can check
