The 10,000 that they charge as a counseling fee is nonrefundable. The remaining amount that you would pay during counseling is refundable. If you want the refund after the completion of the counseling process then you won't get that, you need to withdraw your seat from the counseling

yes offcourse you can apply for counselling in vit college.  but with this rank you can not get seat in cse / ece / it/ eee  etc in vit vellore campus . you can get seat like bio chemical engineering etc . you can try for it /eee

There is no direct connection between phase and category in VITEEE counselling. Category of the fees that you will have to pay would be directly proportional to the number of seats remaining in each branch and preference order of other candidates.
