EEE involves electronics and electrical study while ECE involves study of electronics and some part of communications. In core companies, demand of EEE is more in comparison to ECE. Whereas ECE students can apply for IT companies as well. EEE students don't have much scope in IES while ECE students have.
ECE syllabus and EEE syllabus are about 80%-90% similar to each other. So the research fields have almost same scope for both in the electronics sector.

VITEEE refers to Vellore Institute of Technology Engineering entrance examination which is conducted for various undergraduate degree programs under various streams offered at different centres of VIT.
The entrance exam is of 125 marks comprises of questions from physics, chemistry, mathematics, English with no negative marking.

As you have mentioned that you comes under BC-B but it is state level reservation and VITEEE is national level entrance examination so to get reservation your category should lie under central list of reservation available at ( http://www.ncbc.nic.in/User_Panel/CentralListStateView.aspx ) but as you have mentioned that you does not lie under OBC-NCL category then you have to apply under General category because for OBC-Creamy Layer there is no reservation and they are treated as General category candidates.
VITEEE 2021 Application form has been released by VIT Vellore on November 30th 2020 and it will be available for candidates till March 30th 2021, so you can fill it out at vit.ac.in
Due to the ongoing pandemic, the competent authorities have decided to remove the process of offline applications for VITEEE and now only online applications made at vit.ac.in will be considered as valid. If the situation of COVID-19 prevails and interrupt the conduction of VITEEE 2021 then the admission will be made through JEE/SAT Score/Class 12 score.

VITEEE application for has been released on November 30, 2020. The last date to fill the application form is March 30, 2021. Candidates can register online by visiting the official website: vit .ac.in. VITEEE 2021 Computer-based test will tentatively be conducted in the third week of April 2021.
