According to the category rank you have mentioned in the question you cannot get any good government engineering college not only in Haryana even in other states too as per previous year's cut-offs. So I would recommend you to take a drop for this year and prepare yourself

If you are deposited all education document such as 10th ,12th certificate ,marksheet in your college and you dont want to go forward in bsc course then you can withdraw your certificate from your college ,so dont worry for that but you have follow some of terms
