With this rank you can get Electronics and Instrumentation Branch in category 3 or Electrical and Electronics in Category 4 in Vellore Campus. You can also get less preferred branch like Biotechnology, Chemical or 5 year Integrated course with this rank in category 4.

Generally VIT doesn't disclose any cutoffs or any particular closing rank category wise.

But in general if you consider previous year's trends then it is almost difficult to get ECE in Vellore Campus. You can get ECE in Chennai Campus but there also chances are less.
