Since you got the results of your 12th Standard in January 2019 you should mention in the passing year and month as 2019 January respectively, while filling the VITEE form irrespective of when you gave the exam because after the results only you officially passed the class and so
VITEEE is the entrance exam for joining VITs. The admissions are based on the rank obtained in VITEEE. The marks that you obtain will decide the rank.
Although there is no official cutoff, general trend shows that candidates getting rank below 15k are eligible for B.Tech(CSE) in VIT, Vellore.
