With the rank that you scored it nearly impossible to get ant core branches seat at VIT Vellore campus even for ECE you go with category 4 or 5 fee structure in that case you might get it.
So you can try for Chennai campus with lower category fee structure .
you’ll be most probably be doing the 3rd phase of counselling round on the basis of your rank.

I am so sorry for saying this but unfortunately you can not get vit Chennai with 1 lakh 30 thousand rank in VITEEE. Unfortunately you can not get any college at this rank. I suggest you to explore other options like Manipal or SRM.

With this rank you can get ECE seat at Vellore even at Chennai campus but it will at cost for Category 4 or 5th and talking about if tis worth or not indeed its worth for core branches cause to secure a seat students are ready to pay that much amount and if the fee is not a problem for you then definitively go for it.

No its not possible to get CSE seat at AP campus under category 1 based on your rank , you might need to go upto category 3 to be on the safer side to get confirm CSE seat.
