It is quite hard for you to get CSE. This answer is based on previous year statistics but you might have a small chance in VIT Bhopal/ VIT Amaravati but that also seems quite difficult at this point. An acceptable rank range can be in the region of 5,000 among the almost one million applicants who typically take the entrance exam. So, with 35000-36000 rank, its very hard to get admission in this college.

Chances for getting streams in category 1 for this rank is very low. You will get admission for category 2or 3. In category 2 chances for getting admission in cse or IT is very low. You could get admission for any other stream. Also you have a slight chance of getting admission for fashion technology in Chennai campus in first category for this rank.
12,300 is a good rank. You belongs to category 1. So you need to pay only less fee. But getting admission for cse will be difficult for this rank. You may fall in category 2 cse for vellor branch. All other branch you have a good chance of getting in category 1 itself. You could get admission in Chennai branch for cse in category 1 itself.

I am going to talk about both VITEEE and JEE Mains analysis.
Let's talk about JEE mains first, shall we? Looking at the previous year JEE mains Cutoff, with 85 percentile in JEE mains your overall rank would be around 153450 - 172500, which is very less for getting admission to various institutes for CSE (Computer Science and Engineering) branch. In order to get top branches like CSE, ECE, etc you have to get around 98+ percentile score in JEE mains and a rank of within 30K will suffice your admission in it.
Secondly, for VITEEE - With 99K rank in VITEEE, looking at the previous year VITEEE cutoff, it is not possible to Get CSE branch in VIT Vellore in category 1 or category 2. However, you can pay more extra fees (much high) to get CSE branch in VIT Vellore or VIT Chennai in lower category like in category 4 or category 5.

VIT does not release official cutoffs as such and thus this answer is based off of previous year rank statistics. It is slightly difficult for you to get CSE in VIT Vellore/ Chennai even in the third category but you have really good chance of getting CSE in VIT Bhopal. It is expected that the number of students intake will increase this year but still Vellore/Chennai is a remote possibility.

looking at the previous year VITEEE cutoff, in order to get CSE branch in VIT Vellore im category 1, you have to score a rank of around 9000 in VITEEE to get CSE. Similarly, to get CSE branch in VIT Chennai campus in category 1, you have to score a rank of around 12K in VITEEE exam. So, you cannot get CSE branch with around 33K rank in VITEEE in Category 1. However, you can pay more fees to get CSE branch at lower category. Like you can get CSE branch in category 5 by paying more higher fees for CSE.

You are eligible for the category 1 counselling. VIT never releases the previous year cut-offs so, it slightly hard to make accurate predictions. Looking at the previous year stats, I'll make a few small recommendations.
You have a sure shot chance of getting ECE, Mechanical, Biotechnology in VIT Vellore campus. So, depending on what you what give the course as first option. If you don't have any preference give CSE, ECE as first choices and make sure you include the above mentioned courses as well so that your chances of getting a seat in category 1 / category 2 is high.
