According to branch my suggestion would be cse , as it offers good job opportunity
Vit chennai very good campus , private college , good facilities but really high fees
TKMCE cs is really a good decorated branch , which you really need a good score in keam to get there , really good study environment and teachers will complete all you portion within time unlike many government colleges including CET , For academics Tkm always comes in the top , But studing under KTU syllabus is really a task and really low fees if your studing in merit seat less than 15K per year

In order to withdraw from VIT Chennai, you should contact them in their official mail id or telephone. If they are not answering it, then the best way to withdraw is to go to VIT Chennai Campus and go in UG Admissions Office there. There you can fill withdrawal application .

If you want to cancel your admission from VIT Chennai you have to to send an email on admissioncancellation@vit.edu.in. however the full fees will be refunded after making some deduction for counselling process fee.
B.Tech in Electrical and Electrical Engineering is a very good stream to choose, greetings for that. If you are planning to choose TKM College of Engineering, it has good NAAC ranking, moderate placements are given with average salary packages from 3-4 LPA. It has good campus life and most of the students get placements. Now coming to VIT Chennai, it's a very renowned institution, with good campus life, great faculties and placements are also good compared to TKM so think and choose the best one.

With 86 percentile you would get CRL rank of around 1,45000+. With this percentile and rank, getting in CSE Core in NITs is difficult. You can still apply for JOSAA Councelling and there you had some chance of getting NITs.
However CSE-Core in VIT Chennai is also a good option. Although with category 2, it would be costly but VIT is among the top private colleges in India.

Predicting the required scores for the VITEEE is quite difficult as every year it differs due to change in pattern, difficulty level of questions and number of candidates. But yes I can give you overview for the closing ranks and cutoffs.
The Vellore campus is the main campus and one can expect a CSE seat including specializations till 17-20k ranks but the fee structure shoots up with increase in ranks. That means for lower rank the seat will fall in category 1 while close to end ranks same will be available in category 5.
For Chennai campus there are some relaxations, where you can expect a CSE seat including specializations till 30k rank but the same fee structure will be applicable.

The answer depends on the trade of your Intergrated MTECH. See if you are in CSE/IT then you will have benefit in VIT but if its for other core branches and if you can get better colleges through State Entrance then just go for it.
Now apart from this, if you get Government BTech college with the state entrance exam of engineering, then it will be better for your from all aspects.
