To be eligible for domicile of Delhi, you must pass class 12th from Delhi.
To be eligible for domicile of West Bengal, you must be either the resident of West Bengal continuously for 10 years or if the candidate is not residing in WB continuously for 10 years then his/her parent/s must be permanent resident of West Bengal and have been residing continuously for 10 years in WB.

There is nothing we can do about that. It's your board decision. State examination board decides the rules. It's okay you didn't have 75% marks you still can get admission to Universities and colleges. Many of the colleges including central universities the eligibility criteria for applying entrance exam is 50% about or for OBC it is 40% above. Majority of entrance exam have their eligibility criteria as candidate should be passed 12th from a recognised board with a mark percentage 45% or 50%. It depends and various according to the entrance exams. You don't have to worry about that. Also there are many colleges that give admission.

It is very difficult to predict the exact marks and score needed in NEET exam to get Government medical colleges, as the NEET cutoff varies every year and it depends on various factors.

You have to mention whether or not you availed any reservation during MBBS admssion in Bengal. MCC considers a central list for OBC caste for NEET PG counselling while taking students under All India Quota or AIQ. To get the caste certificate you have to complete the given criterias:
The applicant must be a citizen of India,she/h e has to be a permanent resident of West Bengal since 15/3/1993, He/she is an ordinary resident at the address currently residing.he/she be longs to the said category he/she claims to belong to, His i dentity,the a pplicant does not fall under ‘creamy layer’.
