It is quite difficult to tell if it is general merit rank or category rank as you have not mentioned for which course the cut off is and we don't know the source from where you saw the cut off.But we can help you with the 2019 cut off

see wbjee exam is based on 10+2 course syllabus, so if you have good grip your 12th course subject, you have really good chances to get a good score,
