Cutoff in wbjee vary each year and so it is the rank which decides your college. For wbjee under 1000 rank will assure your selection. In spot round even 1500 rank candidate have probability of getting the college. For good branches like cse under 200 is required.

Yes other state students are eligible for writing WBJEE. But you cannot get into GOVERNMENT colleges, through Wbjee. But you can get into other renowned institutes for sure through the WBJEE. Some famous universities like Jadhavpur University are open to you.

The state level exam you are talking about will be held on 20 February 2020 in state of West Bengal .
Form filling and registration date will be from 18 October to 13 November. And admit cards will be most probably available on 27 January 2020.
As WBJEE is a State Level Entrance Examination, only Indian Citizens are eligible to appear for WBJEE. If your son is an OCI card holder, he is ineligible for appearing for WBJEE. He might have completed his studies in West Bengal but his Nationality needs to be Indian to be

For JEE The tentative qualifying marks for GEN category (common rank list) students is 89.75 for GEN (EWS category) is 78.21, for OBC-NCL is 74.31, for SC is 54, 44 for ST & 0.11371730 for PWD candidates.
