There are good chances for Spot Round to happen this year as the third round counselling has ended very soon on July 13th which presents enough time for them conduct spot round counselling to fill up all the vacant seats.

No, the Mop up round of WBJEE counselling 2019 is not going to happen as per the news and wbjee office examination help desk.

But you can try in Spot round counselling of WBJEE which is surely going to be conducted to fill up the vacant seats. The

Dear student, the counselling fee is only refunded if you do not get a seat till the mop up round. And as you had already been allotted a seat and you did not take admission, you won't be refunded any amount of the counselling fees. This is the rule specified

Yesss decentralization counselling means the spot round selections only. You will need to be or physically present in the colleges that you require and there will be spot selections means spot pick ups and if your luck supports you, you may get one of the good colleges.

There are a bunch of Government Engineering colleges under WBJEE. The top three includes Jadavpur University ,  Kalyani Government Engineering college and Jalpaiguri Government Engineering College. However there are other government colleges. The link for the corresponding list is given below.
