If you are a domicile holding candidate who appeared for WBJEE, then your Category is useful else it's not in WBJEE 

Now, assuming you got that domicile going in there for you, you can expect the government colleges in West Bengal like Kalyani, Jalpaiguri Engineering College,etc.

In the process of counseling, you don't have to specifically apply for every other round of counseling, if you have applied for the counceling in the first place, you are done for the remainder of the rounds as well. Hope that answers your question.

Yes wbjee has been conducted a mop-up round every year because of vacant seats after 3 Rd round so you can easily participate in this mop-up round if you are not satisfied with the college you have got upto 3rd round counselling.
