Once you  have got Banipur Techno India through Wbjee Counselling, then you are supposed to visit the corresponding reporting centre where you visited earlier. After visiting you will be provided with certain documents with wchich you are supposed to go to the respective college for admission period.

i would like to inform you that after your seat is confirmed whether it is round 1 or round 3,  you get around 5 days time to report to the corresponding college where you will be detailed about the admission processes. Few colleges take the admission process

I would like to inform you that after every round you are supposed to visit the reporting centre if a seat has been alloted to you whether you want upgradation or you want to freeze your seat. Thus you will have to go to reporting once again

Its just providing your category rank. First meritorious students are probably provided with the colleges that they are eligible upto with all the possibilities of rank or score and some considerable quota then after this other quota comes into existence so its not that they're not considering it.
