You haven't mentioned your category so i am considering you as general category candidate let me tell you that cut off for previous was around 3.5k in the last round of counselling so it is really not possible to get this branch in this college.

Hope you are doing great. Yes, you can write the WBJEE 2022. Candidates may enter the WBJEE from any state in India. To take the WBJEE, there is no residence or domicile requirement. Candidates from West Bengal, however, can only be admitted to government-aided engineering, technology, and pharmacy
As of now there is no official announcement made yet regarding WBJEE schedule for 2023, the application form for WBJEE got released in December last year and the application form was active till January, exam was concluded on 30th April, follow the official website at wbjeeb.nic.in,

As the number of takers of the WBJEE exam exceeds one lakh every year, 10,000-25,000 can be considered as a good rank in the entrance exam. However, this is for General Category.
