With the rank you're mentioning I'm afraid you have less chances of getting into a government engineering college if you are looking for an engineer branch. But you should also check out other colleges you can get with your rank like

The online registration and choice filling of colleges will commence from 25th June. So you can meanwhile do some research about the colleges, their placements and academics,  so you can do good selection.

First of all congrats for securing 17.9k rank in wbjee 2019 . As per my knowledge students below 1k ranks are eligible for almost all top colleges(it will be little tough if you are from general category) . So you have very low chance of securing good

As per your rank in obc category you may have chance to get admissions into a government college. Since you are a privileged section then actually you can get a seat. Choice of branch may be a factor of concern. However wait for the counselling proceedings to begin.
