Yes it is obvious that the cutoff will increase due to the implementation of the 90% domicile because if they are to take 90% of the domicile candidates then they will have to increase the cutoff because 90 percentile of West Bengal students donot fit into the previous year cutoff

I should believe that you are a GENERAL category student, getting this rank of 42,000 will not be going to fetch you a decent enough government college to be honest. You should look for some private colleges which take admission through WBJEE. 

With the rank you're mentioning I'm afraid you have less chances of getting into Jalpaiguri Engineering college but you can look out for other colleges like

• Cooch Bihar Government Engineering college 
• Government college of Engineering and leather Technology

If this rank is your general merit rank(GMR) then you cannot get a seat in government college. But you can get a seat in private college but not the best one's. If this rank is your TFW rank not your GMR then your GMR will be much higher

        With this rank, you may not get any government college. In the last year, the closing rank for government colleges was near 20k. You can apply for several private colleges where you can avail the TFW quota too.
