NO!!Your Alloted seat in 2nd round will remain alloted if the upgradation is unavailable in the 3rd round.So dont worry and apply for Upgradation.BUT if Upgradation is done then your previously alloted seat will get cancelled and you would be eligible to take admission on the upgraded seat

YES,even if you are not allotted any seat in the WBJEE 1st round councelling still you would be eligible for the 2nd round of councelling,but if you are allotted a particular seat in the 1st round then just keep in mind that in the successive round of councelling
A minimum of 45% in Physics and Chemistry as compulsory subjects along with Mathematics/Biotechnology/Biology/Technical Vocational Subjects (Engineering Drawing /Computer Science) in 10+2 level is a must.
