With this rank getting a government college would be difficult but you would easily private college. So you should try private college's as per your priority. 

Harsh with a rank of 16,000 in WBJEE examination it will be really very difficult for you to get a computer science engineering branch in any of the top colleges. You can get CSE in some of the colleges like

With this rank it is difficult to get admission in any government college but you would surely get admission in private colleges so focuss on them. You can try private college's based on your preference.

          Once you've submitted and verified your application form, you can not change it further, what you can do, that you can talk to the people in charge who are in the camp of seat confirmation. They may help you. Otherwise you've to take a seat with your GMR rank.

                 Definitely you can get a college by applying your quota. But thing is that WBJEE counselling portal takes only the GMR rank. But quota is also considered for the reserved seats and admission process takes place considering SC ST ranks too.

The score calculation for WBJEE is totally computerised which reduces the chance of wrong calculations!

What might have happened is you might have mistakenly coloured the OMR sheet in a wrong manner i.e partially or over coloured for certain answers!
