You might have a slim chance in some low-cutoff states in later rounds , but it’s not reliable.
Better chances lie in private MBBS , BDS , or AYUSH courses where cutoffs are lower.

In past years, the cutoff for Dr. G.C. Negi College of Veterinary & Animal Sciences, Palampur —the main government vet college in HP—has been around 380–410 for OBC and other reserved categories. So, you have a fair chance of getting a seat under the state quota , especially in the later rounds of counselling . If your rank in JEE Mains is 16000 you're not out of the woods for getting Computer Science in some NITs. But as you said "I'm not really interested in coding or about anything that is computers" it is reasonable to look somewhere else. If you like designing, creative thinking, problem-solving, and real-world applications Industrial Design at NIT Rourkela is a great option for you. The Industrial Design department is very established at NIT Rourkela and teaches product design, ergonomics, CAD tools, and has an innovation-centric simulated learning approach. Graduates move into products design, UI/UX, automotive, consumer technology, and many other roles, or pursue design masters courses in NID, IDC-IITB etc. If you want to consider all your options, I believe picking a branch that you have an interest such as Industrial Design will lead to a better settled career than simply going for CSE for the tag. One must be knowledgeable in whatever career path they settle into, but in fields like creativity and design interest and passion are incredibly important.
