For admission to the Ph.D. programme, minimum requirements are: M.A./ M.Ed./ M. Phil/ M.Sc. etc in Education or related discipline. Aggregate 55% marks in the recently qualified examination along with qualifying Ph.D. entrance test conducted by respective institute or university.

You are not eligible for CDS even in OTA as your age is more than what is needed. For OTA official eligibility was one should not born prior to January 5 1995 for 2019. So you are surely not eligible for CDS 2020
