Yes ofcourse but depends upon the cutoff of the particular year. Like in 2019 PWD cuttoff was less than 1, in 2018 it was -35 so anything could be the cutoff and no one can predict it for PWD but you should be assured that the cut-offs are

Diploma is considered equivalent to 12th but when comes to JEE mains you can sit in the exam and but your JEE mains score will not be used for admissions into nits etc. You will have to qualify the exam in order to sit into JEE advanced where
