Three months are not sufficient enough to score rank less than 5000 in JEE mains January. But other than this for a dropper there is no other option than to study hard.
Prepare a schedule of these three months topic vise also solve one practice paper daily.
Technically you can appear for both the exams and thus you will have more opportunities. It depends on your choice which one you want to opt if you have good technical knowledge then go for SSC JE otherwise go for SSC CGL. It all depends on you.

Yes you can surely apply for BE as you had completed your diploma. There is a procedure of lateral entry directly into second year of BE/B-tech just for diploma holders. You can go for it. Mostly it is applicable in all the colleges.
