Yes, you can appear for ICET after B.tech or if you are in the final year then also you can appear for this exam.

The minimum percentage in qualifying exam should be 50 % to appear for ICET.

There is no such quota as MLA quota.

State quota is for the candidates in which NLU is located  which means if you have a NLU in the place that is your domicile you will have a certain percentage of seats in that college reserved.
