The duration depends on the curriculum set by the college by generally a Diploma in Chemical Engineering is course of 3 years.And i strongly recommend you to not purse diploma course after 12th.You should have done after 10th and if you will will do a 3 year diploma now

see you may apply from general-ews category in jee main april session, since one candidate can apply for any one category and counselling will be based on any one of category , so you need to choose whether you should participate in counselling from general category or ews category.
