ISC and CBSE are two boards that follow very different question and marking patterns. For example, the CBSE paper of Maths will be quite tougher as compared to ISC maths paper but the English paper for ISC will be tougher as compared to English paper of the CBSE

Yes, you can correct the state of eligibility in correction window. But if you haven't submitted the application yet, try editing it now if possible. If not then wait for correction window, you can do it then. You don't need to register again for this.
