    mam, i am from up but have lived in punjab for 9-10 years now and complete my 10 and studying 12 and applying for neet this year. i do have my domicile of punjab but i dunno if i can get obc certificate from here to be elligible for caste quota. i do not have a ration card from punjab .please

    If you belong to Uttar Pradesh, then try to get domicile certificate of there. You can easily get your OBC caste certificate from there. As during the time of counselling your caste certificate will be verified, so keep trying to get it as fast as possible.
