Yes you can get admission in Punjab university with 80 rank in defence quota but you can only get Biotechnology there as the cutoff for other branches goes very high . For CSE your rank should be under 15 ,for EEE top 50 for mechanical your rank should

No need to worry about about your NEET exam. There are many other reputed private colleges where you can take admission. Or else, you can just take a drop for 1 year and try to ameliorate the topics in which you are weak.
