Percentile of both your friends is different because scores are normalised.
Scores are normalised considering the following factors:
Number of shifts
Number of candidates appearing in the exam
Difficulty level of the exam
Accuracy level of the candidate

Yes , with 44.32 percentile you will easily clear the cut off for jee mains for pwd category.

Passed 10+2 as a regular candidate from WBCHSE board in 2019. Subject combination- PHYSICS, CHEMISTRY, MATH as compulsory & Biology as optional elective(6th subject). But in my result Biology marks got added as I got lesser marks in Chemistry. Am I elligible for NEET as bio is my 6th subject?

It would be difficult to provide you the information about the admission possibilities. As per the previous year cutoff, The chances are less to get a seat in NITs, IIITs & GFTIs. You can go for the state level counselling like Punjab, Chandigarh, Haryana, MP Etc.
