Inter College migration is permitted in the III semester of BA, BCom, BA(H), BCom(H), BSC(H) courses may be allowed subjected to availability of seats and consent of Principals of both the colleges.

There can be many reasons to that i would suggest you to reach out out to NTA mains through email.
It can also be possible that the server might be down and make sure that you are entering your Roll number and not your Application Number.
