For admission in IIIT-allahabad, you need to have your rank under 4000 in obc for ece and under 1000 in obc list for cse/it. So, the crosponding percentile for 1000 obc rank is- 99.6+
And for 4000 in obc rank is- 98.75+

No, category percentile will always be lower than the cutoff percentile for general category. For example- in 2019 cutoff were as follows
General 89, obc 74, ews 79 etc..

The calculation of the marks & exact rank would be difficult to predict based on your percentile. It would be also difficult to provide you the information related admission possibilities.
You may calculate your expected rank by this formula 100 - your total percentile score is the percentage
It's impossible to predict cutoff percentile for now. It will be published by NTA in april month after second season. But, last year cutoff was 89 percentile for general category. For this year also it will be close to it only. So, it seems you have less hope to
