You can get admission in lowest branches and at lowest NITs till 13000 rank in OBC NCl list. That crossponds to rank 50k rank in general category.  So, till 96 percentile you can get into any NITs any how.

Generally this course is done after graduation.After graduation it is two years course. Admission are taken mostly on the basis of entrance test. The eligibility criteria also varies with institution to institution.
