According to NEET rules one need to pass 12th grade with minimum 50% for admission in Medical.

As different colleges have different cutoff if you fail your NEET marks alone cannot get you into medical college

NTA has released a notification stating that you can mention any State in the State of Eligibility field. Irrespective of what you enter there, if you are eligible for 2 State Quotas you can appear for both the State Counsellings. Technically that field is for State Eligibility All India Quota.
