There is no such  facility for distance learning,for any professional courses be it B pharmacy,so I am really sorry but you can not enroll for such programmes.B pharmacy is a professional course and no any open university has authority for allowing distance learning for these programmes.

If we look it from rank perspective then VIT Vellore is better than Chennai. But there are other factors which you should consider before deciding which campus is better like: infrastructure, academics, campus, campus life, faculty, education etc.
