When it comes to NIT's give a try at NIT Calicut, NIT roukela, SVNIT you should easily get into that. for IITs i dont think you have a good chance with the top IITs. You may also try universities other than NITs and IITs.

Per semester payment means that you have to pay fees every semester individually you need not to pay the whole fees at once. Semester wise you have to pay 30k. I will suggest you to call them and make sure about other expenses like registration charge and all.

whats a safe percentile/ marks for a student of OBC category to get reputed NITs with branches like IT, Electronics and Electrical ? My college prediction will be done on basis of OBC rank or the general rank, Im confused because I was told some colleges do not accept category ranking?

Almost all NITs and IITs accept category ranking so you dont have to worry about that. For general category a score of 180 or above should be decent enough to get into a decent NIT for electricals. You may also get computed science in a few of them.
