It also depends from which category you are i.e general,OBC etc.

Step verification of Marks means that they will verify the Marks that have been awarded to you,whether it has been done correctly or not. Checking whether all answer have been evaluated. That there has been no mistake in the totalling of Marks for each question in that subject.
Hello student I'm sorry to inform you but no before graduation you're not eligible for UPPCS as eligibility criteria says Candidate must hold a Bachelor degree in any discipline. For certain courses you need to hold specialised courses.
