It's very difficult to tell the EWS rank corresponding to AIR but as per my analysis of observing JEE-Mains previous years ranks vs marks ,for 27000 AIR ,your can expect an EWS rank in the range 2800-3200.

Last year in Jee-2019,one of my friend got 97.2 percentile with AIR

Im sc from bihar with 60% disability in visual impairment and i score 327 in neet 2019 can i get any government medical college?

Vikash, there are 2 things to this. One is that with more than 40% of visual disability you cannot claim PWD reservation because for claiming PWD benefits, the acceptable visual impairment is upto 40%. So if you have 60% visual impairment, you have to appear for NEET under SC Category
