    i have a obc ncl certificate but of diffrent format that is ,it has written "applying for the post under the govt. of india " but jossa formate has written "applying for admission to the CEIs under govt. of ind" and mine is digitally signed . can i provide it ?

    This problem of format is very real. And a lot of students do face this issue. See, it also depends upon the person verifying your certificates at the reporting centre. My OBC Certificate was also not according to the format but I was allowed to continue.

    For an obc candidate, the rank upto 15000 can make one eligible to get admission in NITs.

    For your percentile the rank is calculated as
    (100-percentile)number of students appeared/100

    The sum is equal to 148000-204000, so it's not actually possible to get NITs, better luck next time.
