75% is a benchmark mostly for CBSE students but since State board students get less marks so for them top 20 percentile is there and thus if you'll be top 20 percentile as per your category then you'll be automatically eligible

hey,

if you are fail in more than 2 subjects then you will not consider as passed in 12th standard , you are not eligible for supplementary examination , supplementary examinations are for those students who are failed in one subject or in maximum of two subjects.
