National entrance cum eligibilty test is the only source to get admission in any medical and para medical courses . So without giving NEET entrance exam you can get admission in any college that 's why to get admission you need to score at least maximum to the cut off of NEET like if we talk about 2018 then it was about 119 for general category .

There is nothing like that. So no need to worry about it. It does not depends on an individual's choice to choose the language subject in BA program. You have to study both Hindi as well as English but the difference is these subjects differ according to semesters. For instance; if you have studied Hindi in 1st sem. then in next sem. you have to study English.
Now the question is of percentage deduction. It will happen only when one changes the stream from intermediate level to graduation & depends upon the college in you are taking admission.
Suppose you have passed out your 12th from science stream but you want to graduate from commerce or art course then it will lead some deduction in your percentage someabout 2% - 5%.

MGU is a pretty good institute for someone who wants to study BSc.It has been ranked 30 in NIRF 2020.
Before I speak about the placements at MGU I just wantto tell you that in a course like BSc specially for the core subjects like Biology or Physics etc you will not get a placement simply after Bachelors(UG) and you will have to do Master(PG) so that you can get placed or find a job. Now even a good university like MGU does not provide placement opportunities for BSc students but you can get internships by applying to different colleges like IISc,IITs, CSIR,ICAR etc.

Dont worry if you've lost your certificate. You need to do nothing extra. The easiest way of getting your migration certificate is that:-
1. Locate CBSE office of your area.
2. Go at the reception desk.
3. Tell the receptionist what documents you want.
4. He will give you a form that he will tell you how to fill.
5. He will also inform you how much money it would take.
6. After you submit the form and money he will give you a slip.
7. Then the receptionist will allot you a particular time to collect you certificate by showing that slip.

I assume you aretalking about KCET and you are from general category with a domicile of KArnataka. With my assumptions and your rank you cannot get a seat in CS in RV college(as the cutoff rank in the second extended round is 964).
