With this rank your percentile would be between 98.3 and 99 it is great score, you have chances in top engineering colleges. The cut off for 2019 in NIT Uttarakhand (for CS branch) was 4211 for home state and for other state it was 2192 .

For Electronics it

If you consider previous year cutoffs then with this rank you can't expect a seat in any of the veterinary college in Karnataka.

Even if you are from SC(Rural) category then also you can't get a seat as last year the closing rank was around 9200 for Veterinary College Shimoga.

In Gokhale Institute, Pune, the total no. of seats for M. Sc. Economics is 40. Out of these 40 seats, 50.5% seats are reserved for open category, 15% seats are reserved for SC candidates, 7.5% seats are reserved for ST candidates and 27% seats are reserved for OBC candidates.

You haven't mentioned your Category. There are 5 Veterinary Colleges that participate in KCET Counselling. In 2019, a rank of 3748 secured a seat in Veterinary College under OBC Category. The cut off for SC Category was 3292 and 699 was for General Merit. Now this is 2019 cut off
